The elastic part of the bottoms may be just gripping your skin too hard. So if you get the tie on ones, it'll stay up and not chafe your skin. As for a top for small chests, I think you should get really bold and colorful patterns... don't get a halter neck top because that seems to flatten out someone's chest.
