Why can people be in public in their bathing suits, but not in their undergarments?

you can’t walk around on the streets in your swimsuit, so you technically can’t be wearing it in public without some sort of cover up. When you’re at the beach, you could perfectly fine wear underwear and nobody would say anything. It’s not a matter of where its allowed, it a matter of what people are accustomed to.
well theres a pretty obvious difference in the style.
womens bras have underwire and strappier straps
and any underwear is too thin to be walking around in
not to mention boxers opening too easily
thats not really true. most ordinances now only stipulate areas that have to be covered…. butt-crack, areolas, pubes
bathing suits are made to be seen. they are different materials and react differently to elements. for example, if you are wearing undies and you get into the water, you are going to be able to see right through them. it’s just a matter of the purpose of something.
