Have fun trying to find a plus size swimsuit for under $40. You cant even get a “normal” person size swimsuit for under $40.
Torrid.com is a plus sized store.
Try VS [Victoria Secret] aswell.

Land’s End do a plus-size one-piece swimsuit which isn’t too skimpy in its cut, for $49.50: see the link below. They’ve got a lot of other plus size swimsuits but they’re more expensive. Hope this is helpful.

Well, I’ve got good news and bad news.
The Bad News: You’re not going to find a GOOD plus-size swimsuit for under $40. Just ain’t gonna happen, lol. If you do find one under $40, chances are it’s not going to hold you in the right places. For a swimsuit, it’s worth it to splurge for quality, if you can.
The Good News: There are lots of great places to buy beautiful, supportive swimwear. You should find some thing good from one of choices below.
Torrid has nice selection of cute, trendy swimwear. Most of their bathing suits have a little skirt or shorts integrated in them for thigh coverage.
